A practical framework for deciding when internal capability building is enough, when outside expertise pays for itself, and when the best answer is a combination of both.
There is a point in almost every automation project where someone asks the same question. Do we bring in outside help, or do we invest in the team we already have and build the capability internally?
It sounds like a simple commercial decision, but it rarely gets made in calm conditions. Usually the question appears when a deadline is getting close, a migration is proving more complicated than expected, a site has inherited a codebase nobody fully understands, or a maintenance team has reached the edge of what they can comfortably support. At that point, the decision becomes emotionally charged. Hiring a consultant can feel like admitting the team is not enough. Training the team can feel like the responsible long-term option even when the project needs immediate progress.
In reality, these two options solve different problems. Training helps you build capability that compounds over time. Consultancy helps you reduce uncertainty, accelerate delivery, and avoid expensive mistakes when the stakes are high. The difficulty is that many organisations try to use one option to do the job of the other. They expect training to solve an urgent delivery problem, or they expect a consultant to permanently compensate for a missing internal skill strategy.
Over the years, I have seen both choices work brilliantly and both choices fail badly. The difference usually comes down to whether the organisation was honest about what it actually needed. Was the real objective long-term team development? Immediate delivery? Risk reduction? Independent review? Better architecture decisions at the start? Those are different objectives, and they should lead to different answers.
This article is about making that decision rationally. Not from ego, and not from a generic belief that outsourcing is either always good or always bad. Just a practical framework for deciding when training your own team makes the most sense, when a PLC consultant gives better return on investment, and when the strongest answer is to combine both approaches deliberately.
Why This Decision Usually Arrives Under Pressure
One reason organisations struggle with this choice is that they tend to ask the question too late. The conversation often starts only after the project has already drifted into difficulty. Maybe the specification was thinner than it should have been. Maybe the original estimate assumed a level of code reuse that turned out not to exist. Maybe the team is strong on electrical and mechanical fault finding but less confident when the work becomes architectural, sequential, or platform-specific. By the time that gap becomes visible, the project is already feeling the effect.
That late timing distorts the discussion. The question becomes framed around cost alone, or around whether the current team should have been able to handle the work without support. Neither of those is especially helpful. The more useful framing is to ask what the business is really trying to protect:
- Delivery date
- Reliability
- Internal capability
- Margin
- Safety
- The confidence of the engineering team
Once you are clear on that, the answer becomes less ideological and more practical.
There is also a common assumption that if a team is technically capable in one area, it should be able to stretch into any adjacent area with a bit of effort. Sometimes that is true. A good engineer can learn a new environment, a new architecture, or a new set of development practices. But capability is not the same as available capacity, and capacity is not the same as delivery confidence. A project can fail even with good people if those people are overloaded, learning on the critical path, or trying to make complex decisions without the experience base that makes those decisions feel obvious.
Another problem is that training and consultancy get treated as opposites when they are more accurately different tools. Training makes sense when the organisation wants to own the knowledge, expects the need to recur, and has enough time for people to practise and consolidate what they learn. Consultancy makes sense when the project needs a higher level of confidence right now, when the risks of getting it wrong are expensive, or when the work involves one-off decisions that do not justify building a full internal specialty around them.
In other words, the core issue is rarely whether your team is good enough. It is whether the current situation rewards learning through experience, or punishes it. If the cost of trial and error is low, training is often the right investment. If the cost of trial and error is high, outside expertise is usually cheaper than people first assume.
When Training Your Team Is the Better Investment
Training is usually the better answer when the work ahead is repeatable, the timeline is stable, and the organisation genuinely wants to develop long-term internal ownership. If your team will be supporting the same platform, the same style of codebase, and similar modification work for years to come, then building their capability creates compounding value. Every improvement in understanding pays back across future troubleshooting, upgrades, reviews, and small project delivery.
This is especially true for businesses with a consistent technology stack. If you are standardised on Siemens, or standardised on CODESYS-based systems, or working within a relatively well-defined internal architecture, then training produces leverage. Your engineers are not learning a one-off trick for one difficult project. They are learning skills they will use repeatedly. The return comes from shorter troubleshooting time, better project decisions, safer modifications, and less reliance on external parties for routine work.
Training also makes sense when the challenge is not immediate delivery but uneven confidence. I work with teams who can keep a plant running perfectly well yet still feel hesitant about more structured programming, library design, state-based sequencing, documentation standards, or safe modification processes. In those situations, the value of training is not just technical content. It is shared language and shared confidence. Once a team understands the same development model, reviews the same patterns, and works from the same architecture principles, quality becomes much easier to sustain.
It is also worth saying that training is often the strongest option for organisations trying to reduce single points of failure. If one or two people currently hold all the software knowledge, bringing in a consultant for every future issue is not a strategy. That is dependency in a different form. Proper team development means knowledge spreads. New engineers onboard faster. Maintenance staff understand what they are looking at. Project leads can evaluate technical risk more realistically because the internal team is not working from guesswork.
Where training disappoints is when it is expected to produce immediate independent delivery in the middle of a high-pressure project. People learn in stages. They need explanation, examples, guided application, mistakes, feedback, and repetition. If you send a team on a course and then expect them to confidently redesign a legacy architecture next week, the problem is not the team. The problem is the expectation. Training builds capability. It does not bypass the experience curve that turns capability into judgement.
Training is usually the better investment when: the work will recur, the platform is stable, the delivery timeline allows people to practise properly, and the business wants stronger long-term internal ownership rather than the fastest short-term acceleration.
When a PLC Consultant Delivers Better ROI
A consultant becomes the better investment when the cost of getting something wrong exceeds the cost of bringing in experience. That sounds obvious, but organisations often underestimate just how expensive uncertainty is in automation. A wrong architectural decision can lock extra engineering hours into every future project. A poor migration approach can turn a controlled upgrade into a production risk. A commissioning delay can consume budget faster than a specialist review would have cost at the start.
Consultancy is also valuable when the work is unusual relative to the team’s normal operating pattern. If your engineers mostly handle maintenance modifications and day-to-day support, it may not make sense to expect them to independently lead a Step 7 to TIA Portal migration, define a reusable architecture standard, review a large inherited codebase, or recover a troubled project under deadline. Those tasks demand a different pattern of experience. They require seeing not just how to make something work, but how it tends to fail, where common blind spots sit, and which shortcuts create long-term problems.
Another strong case for a consultant is when the organisation needs speed with confidence. Internal teams often know their own process extremely well, but a specialist can compress the decision-making phase because they have already seen the same categories of issue on other sites. They know where the hidden effort lives. They know which assumptions deserve testing early. They know which pieces of “good enough for now” are likely to come back as expensive rework. That kind of pattern recognition is difficult to train quickly because it is built from repeated exposure.
Risk mitigation matters as well. If the project involves safety interactions, costly downtime, tight commissioning windows, regulatory expectations, or a fragile legacy system, an external perspective has real value. Not because external people are inherently smarter, but because they are less likely to inherit the same organisational blind spots. They can challenge assumptions, question inherited standards, and identify risks that have been normalised internally over time. That independent view often prevents teams from sleepwalking into avoidable trouble.
Good consultancy should also reduce pressure on internal staff. There is a point where asking an already stretched team to learn new methods, deliver the project, support the live plant, and document everything properly becomes counterproductive. Even capable engineers make worse decisions when they are overloaded. A consultant can absorb part of that load, provide structure, and create momentum while allowing the internal team to stay focused on the responsibilities only they can cover.
None of this means the consultant replaces your team. The best consultancy work usually makes the team more effective, not less. But when the project is time-sensitive, high-risk, unfamiliar, or strategically important, outside expertise often gives better return because it shortens the path to competent action and lowers the chance of expensive errors along the way.
The Cost-Benefit Framework
The biggest mistake I see in this discussion is comparing consultant cost directly against training cost as though those are the only two numbers that matter. They are not. The real comparison is between outcomes, and outcomes in automation are shaped by hidden costs as much as visible ones.
Start with the obvious numbers if you like:
- A consultant has a day rate or a package cost.
- Training has course fees, coaching time, and time away from productive work.
Those figures are real, but they sit on top of a second layer of cost that matters more:
- Delay
- Rework
- Downtime
- Internal opportunity cost
- Management distraction
- Lost confidence after a failed deployment
- Overtime during a rushed commissioning period
All of those are project costs, even when they do not appear under the same budget code.
If an internal team spends three weeks learning through a migration problem that a specialist could have structured in three days, the cost difference is not just consultant fee versus course fee. It is three weeks of engineering time, delayed decisions, uncertainty in the project plan, and possible knock-on effects on commissioning or procurement. Equally, if you bring in a consultant for work your team could comfortably own after a small amount of focused training, then you may be paying premium external rates for something that should become internal standard capability.
The simplest useful framework is to look at four questions:
- How often will this type of work recur?
- What is the cost of delay?
- What is the cost of getting it wrong?
- How much internal engineering capacity is genuinely available to learn and apply new methods properly?
Those four questions usually reveal whether you are looking at a capability-building problem or a delivery-risk problem.
When the work is recurring, delay is manageable, and the consequence of mistakes is limited, training generally wins. When the work is infrequent, delay is expensive, and the consequence of mistakes is serious, consultancy usually wins. Most real-world decisions sit somewhere in the middle, which is why the strongest answer is often a hybrid. But even then, this framework helps you decide what the consultant should do and what the team should learn to own.
There is also a strategic point here. Senior people often think of consultancy as cost and training as investment. In practice, either can be either. Good consultancy can be an investment if it prevents poor standards, accelerates reusable architecture, or helps your team avoid repeating the same expensive lessons. Poorly targeted training can be a cost if it consumes time without changing delivery quality. The label matters less than whether the decision improves outcomes across the full lifecycle of the system.
A useful decision filter: If the main risk is future dependence on outside help, invest in training. If the main risk is current project failure, prolonged downtime, or expensive rework, bring in specialist support early. If both risks are real, combine the two deliberately instead of hoping one will cover for the other.
Timeline Changes the Right Answer
Timeline is often the factor that settles the debate once people look at it honestly. The shorter the timeline, the more consultancy tends to make sense. The longer and more stable the timeline, the more training becomes attractive.
If the project has a fixed delivery date, equipment is already ordered, commissioning windows are booked, and internal engineers are trying to learn while delivering, the margin for experimentation is small. This is where consultancy has disproportionate value. The consultant does not need weeks to build baseline understanding of the method or the decision pattern. They bring it in with them. That can save crucial time in planning, architecture definition, standards setting, testing strategy, and early risk identification.
Training works differently. Even excellent training needs a runway. People absorb concepts quickly, but good engineering judgement takes longer because it depends on applying those concepts in real decisions. They need to work through edge cases, see what happens when the clean model meets messy reality, and understand how design choices affect maintenance six months later. That is why training shines when the timeline supports staged growth. Early learning. Guided implementation. Review. Refinement. Independent ownership.
This becomes especially important when organisations are growing their engineering function. If your goal is to build a stronger team over the next year, training should sit near the front of the plan. If your goal is to stabilise a troubled project in the next month, consultancy should sit near the front. The mistake is to confuse those timescales and then feel disappointed when the chosen path does not solve the other problem as well.
There is also a sequencing opportunity that many teams miss. You do not have to choose one path for the entire lifecycle of the project. In some of the strongest outcomes I have seen, consultancy is used early to shape the approach, de-risk the architecture, and establish the standards, then training is used to help the internal team deliver and maintain within that framework. That way the project gets immediate direction without sacrificing long-term capability building.
So when you look at timeline, do not just ask how soon the project needs to be finished. Ask when the organisation needs confidence, when it needs independence, and when it can realistically afford the slower but more durable process of learning by doing. Those moments are related, but they are not the same.
Knowledge Transfer Versus Immediate Results
A lot of organisations talk about this decision as though it is a straight trade-off between getting fast results from a consultant and building internal knowledge through training. That framing misses an important point. Good consultancy should involve knowledge transfer, and good training should still be connected to real delivery.
If you hire a consultant and they solve the immediate problem but leave nothing behind, the business is renting relief rather than building resilience. You may still decide that is worth it in a critical situation, but it should not be the default model. A strong consultant should leave architecture decisions documented, review criteria clarified, standards made more explicit, and the internal team more confident than they were before. Even if the project required urgent outside help, the organisation should come out of that engagement stronger.
The same applies in the other direction. Training has more impact when it is anchored to real project work rather than treated as abstract theory. Engineers learn far more when the examples map onto the actual systems they support, the patterns are reinforced through reviews, and there is a clear opportunity to apply the learning soon after. Without that, training can become intellectually interesting but operationally shallow. People remember the ideas, but not enough to trust them when a live decision has to be made under pressure.
This is why the false choice between training and consultancy often breaks down in practice. Many teams do not need a pure consultant or a pure training package. They need a consultant who can also teach, structure, review, and explain. They need training that is tied to their actual platform, architecture, and pain points. They need someone to help them get through the current problem without leaving the next one exactly as likely.
In practical terms, that often means defining the split clearly. The consultant handles the high-consequence decisions, the first architecture pass, the review process, or the rescue work on a difficult legacy area. The internal team takes ownership of the repeatable implementation, the ongoing support, and the gradual rollout of the new approach. Knowledge transfer happens through joint reviews, design walkthroughs, documented patterns, and targeted capability development rather than vague promises that “the team will pick it up along the way.”
When people say they want both immediate results and internal learning, they are usually describing a sensible requirement. The answer is not to choose one and hope it impersonates the other. The answer is to structure the work so that both outcomes are explicit from the start.

Bring in outside expertise where the project carries the most uncertainty, the biggest consequences, or the highest need for speed. At the same time, use that engagement to deliberately strengthen the internal team so the consultant is solving more than today’s immediate problem.
That hybrid approach works especially well in a few common situations. The first is a new standardisation effort. A consultant can help define the architecture, review the library structure, shape documentation expectations, and establish what good looks like. The internal team can then implement and maintain within that framework. The second is a migration or inherited legacy project. A consultant can assess risk, identify the fragile parts of the codebase, and help structure the approach, while the internal team gains confidence working inside a clearer plan. The third is a growing engineering team. External support helps senior people avoid becoming the bottleneck while junior and mid-level engineers build practical competence faster.
Importantly, a hybrid approach protects against two different failure modes. It avoids the “consultant dependency” problem because the team is being developed, and it avoids the “we are learning on the live critical path” problem because the most consequential decisions are not being left entirely to trial and error. That balance is often where the best return lives.
If you are still uncertain which route fits your situation, a few questions usually make the answer clearer:
- Is the work likely to recur enough to justify capability building?
- Is the timeline forgiving enough to allow learning through application?
- Are the consequences of delay or error acceptable?
- Is the team stretched already?
- Are there architectural decisions here that will affect every future modification?
If the answers point toward recurring value and manageable risk, invest harder in training. If they point toward urgency, fragility, or high consequence, bring in specialist support earlier than feels comfortable. That is often where the real saving is.
The main thing is to avoid turning the decision into a statement about pride. Good organisations use outside expertise without embarrassment and build internal capability without pretending that every problem should be solved in-house from day one. The right answer is the one that improves delivery, reduces long-term risk, and leaves your team and systems in a stronger position than they are now.
That might mean training. It might mean consultancy. In many cases, it means both, used deliberately and in the right order.
